People will sometimes choses to go on strike if they feel they are being treated unfairly and think they can change it.
A lock out is when the employer tries to take charger and compel workers to conditions of employment. A lock out happens when an employer closes a work place.
The government can force them back to work because these companies are owned by the government.
Both of these companies will go on strike to try to make their jobs easier and keep their freedoms of working in a union.
