To go on strike means that the worker refuses to work until their employer and them come to better agreements in the workplace. Workers most often go on strike if they are not being paid enough for what they do. A lock out is the exclusion of employees by their employers from their workplace until certain terms are agreed to. A worker could be locked out if the management wants to enforce the terms of employement upon their workers in a despute. These workers can be forced to go back to work because they are government workers and are directly under government terms. These employees of both Air Canada and Canada post are still striking because their 'demands' in the aspect of their jobs have not been met by the employers (government).
